You sure it's from steam, and not some kind of spam or scam?

basically if you have an old hotmail account, you can use it offline forever

if you have one newer than about 3-4 yrs ago, you cant

I thought it was any hotmail account.

They made it just premium (paid) accounts for a while then went back and let any account work.

I might be wrong...

they stopped free accounts working for a very short period (years ago and it definitely happened because mine didnt work). it was well publicised and they wanted everyone to pay £20 p.a for the pleasure. presumably enough people moaned/didnt use their hotmail such that they reinstated outlook support shortly after for free accounts.

it was perhaps a short enough period that you didnt use outlook in that time, but it definitely happened.

im pretty certain any hotmail account works now, regardless of its age.

D is 100% correct.
Hotmail accounts over a certain age will continue to work though any email application that supports retrieval of mail over http (i.e. Outlook, outlook express, live mail, etc.).
Newer hotmail accouts will work in outlook UNLESS they are paid for. I have one of the grand-daddy email addresses myself - The first harveysharp@!

OK.

It's one of those rare circumstances that EVERYONE is right.

MS removed the ability for 'MSN Hotmail' users that signed up after a certain time to use 'MSN Hotmail' in any email client application.
When 'Windows LIVE Hotmail' was released not long ago, that included the ability for anyone who signed up for that to use 'LIVE Hotmail' in any email client.

All the 'MSN Hotmail' users that were without the ability to use email clients had to UPGRADE their account to 'LIVE Hotmail' to use it in email clients.

So... In the end, we were all right! - It's just differentiating between 'MSN' and 'LIVE' accounts!

Ok.
Simple version...

Not ALL Hotmail accounts worked in outlook for a short while.
ALL accounts DO now.
