I created a account on the PC for my missus to use as she F**ked her laptop up.
The annoying this is when she goes on her account it askes her to sign into steam, She dont use steam and has no reason for it to come up on her account.
Then when i sing in i have to enter my password everytime i log on.
What im askin is how do i stop it from sharing with other accounts on the comp (im the administrator) Windows 7 32bit.

chances are, when you installed it, you highlighted the install to all users button...
if not, then i dunno... was just a guess anyways :D

Or in steam settings / interface tab just untick "Run steam when my computer starts" and only load it when u wanna play games?
