not to sure wot prog u shud use for html etc... but only reason i think ur ps wont load is lack of memory in ur pc...
photoshop eats alot of mem and will take ages if u use alot of effects/ have res higher that 200 pixels / have a sh*t load of layers etc...
you use ps7 dont ya? maybe try using cs2 see how it runs, if it still being gay, maybe switch to ps elements its a skimmed down cs. dont have alot of features. but im sure u can make do

If you really want to get into design professionally for web work, print work, whatever, then you have to be able to use Photoshop. It's the industry standard and there's nothing else that comes close. Cinema4D is a great design tool too, but it's purely for 3D work – and even then you'll still want to be able to load in and apply textures that you'll probably design in Photoshop first. If you're really only interested in Web design, then I would suggest you get into Flash design and coding too.
Photoshop 7 and CS both take a big chunk of PC resources to run effectively, but Photoshop in general is very good at maximising resources, so if you have a second hard drive, set it as your scratch disk. Alternatively, if your hardware just isn't up to it, see if you can get hold of an older version. V5 and V6 are both quite adequate for what you need.
Ultimately, however, you want to get hold of the best hardware you can. Web design isn't that demanding, but I've been known to work on print files of over 1 gigabyte for a single Photoshop file! Also is you get into 3D (Cinema4D), or sound, the better your computer is, the faster everything will render.
If you want to see website design that will make you cry with envy, I recommend www.2advanced.com and their portfolio. These guys use a combination of Cinema4D, Flash, Photoshop and various other tools to create some of the best sites out there.
Anyway, hope this helps!

I would not recommend buying a laptop for playing games on, if you want a decent laptop that can play games, it will cost you alot more than a regular pc with the same specs

A desktop PC is a much better idea for what you want... get a laptop later. And as for Sony Viao's - yes they look very pretty and have good specs, but their battery life is not particularly good and they tend to lack the raw power and stability you'd want. Acer and IBM make the best laptops I think... maybe someone else knows better...?

tbh buying things like that on ebay is always a risk as u have no cover really.
buld a cheap pc for like 300 - 400 £ and it will be better than most laptops u can afford

i have a Sony Vaio Desktop and recently purchased a VAIO laptop. I agree, they are pricey, but they are amazing. Desktop was £2200 with monitor of own choice. Laptop £1200, but they havent had 1 problem yet **touch wood**
i wld not recommend laptops really in general. They are good for documents presentations etc, but i dont really do much with it in terms of gaming. Get a pc double the spec with the money probably.

since vaio's were launched every model has had issues with the screens, and when they go they can be expensive to replace, apart from that they arent that sturdy and tend to crack or break, alot of the models about 1.5 years ago had dodgy ram holder often caused issues etc.
